Lee believes that his Army may be too spread out and orders it to consolidate at the town since all the roads converge at the junction.
Buford sees the opportunity of fighting the enemy on good ground of his choosing and sends word to Meade who is now in charge of the Army of the Potomac. He believes that they can fight the enemy and hold the high ground if the infantry comes soon.
